Location : London/Leeds, with Edinburgh as an alternative location.

Role Title: Delivery Manager / Technology Delivery Manager
Role Overview
The Technology Delivery Manager is responsible for the end-to-end delivery of technology change initiatives, ensuring solutions are delivered on time, within budget and aligned to the client's strategic objectives.
The role focuses on leading multidisciplinary teams, managing delivery risks, and coordinating stakeholders to deliver high-quality technology outcomes that support the clients’s mission as a data-led, digital regulator.
Key Responsibilities:
1. Delivery & Execution
Lead the planning, development and delivery of complex technology initiatives across client's platforms
Manage the end-to-end delivery lifecycle (initiation, build, test, deployment, service transition)
Ensure delivery is aligned to business priorities, regulatory outcomes and client's strategy
Roadmap & Planning
Own and maintain delivery roadmaps and backlogs, aligned to strategic objectives
Contribute to the DTI portfolio roadmap and prioritisation of change initiatives Ensure deliverables are realistic, sequenced and effectively governed
2. Team Leadership
Build, lead and develop multidisciplinary teams (engineering, architecture, product, business)
Create a high-performing delivery culture, using Agile/Lean practices
Provide coaching and leadership to delivery teams and stakeholders
Stakeholder Management
Act as the primary point of engagement for business and technology stakeholders
Communicate progress, risks and issues clearly to senior leadership and partners
Influence decision-making across internal teams and external suppliers
Risk, Governance & Controls
Manage risks, issues, dependencies, budgets and resources
Ensure adherence to governance, security, and regulatory requirements
Embed robust controls, auditability, and delivery assurance into programmes
Technology & Ways of Working
3. Promote modern delivery practices, including:
Agile and DevSecOps approaches
Continuous integration / deployment
User-centred design
Work with technical leads to ensure solutions are scalable, secure and resilient
Key Skills & Experience:

Proven experience delivering complex technology programmes or platforms
Strong understanding of Agile delivery, DevSecOps and digital product delivery
Experience managing cross-functional teams and multiple stakeholders
Demonstrable ability to manage risk, budgets and dependencies
Strong communication skills – able to translate between technical and non-technical audiences
Experience in regulated environments or financial services (desirable)
