Chief Strategy and Transformation Officer
Requirements
Candidates must have a proven track record of delivering major transformation programmes and experience in leading significant organizational change. A master's level education or equivalent experience is essential, along with strong leadership and interpersonal skills.
Job Description
UHB sits at the forefront of some of the most significant challenges and opportunities facing the NHS today. With a scale and complexity that few organisations can match, we are uniquely placed not only to deliver change, but to define the strategic direction shaping how care is designed, delivered and experienced for our patients and communities.
By any measure, UHB is one of the most significant organisations in the NHS, with an annual turnover exceeding 2.6 billion and a workforce of more than 26,000 colleagues. We deliver care at scale to local, regional and national populations, alongside some of the most advanced and specialised services in the country. Our role within the Birmingham and Solihull system, including our Anchor Organisation responsibilities, places us at the centre of shaping future models of care.
As expectations evolve around integration, productivity, prevention and population health, organisations must act decisively and deliver transformation that is both ambitious and sustainable. We are therefore establishing a Board-level Chief Strategy and Transformation Officer, reporting to the Chief Executive with enterprise-wide accountability for strategy, transformation and long-term sustainability.
Beyond the organisation, you will operate as a senior system leader, working across Birmingham and Solihull to shape shared strategies and deliver coordinated, population-focused care.
Main Duties, Tasks & Skills Required
As CSTO, you will shape the Trust's direction, ensuring strategy is grounded in population need, aligned to system priorities and delivered at pace. As a core Board member, you will lead the development and execution of strategic frameworks that bring clarity and grip to complex priorities, aligning strategic, operational and financial planning and guiding the organisation's most critical long-term choices.
You will drive large-scale transformation, ensuring programmes are delivered with discipline and impact. This includes overseeing major change, embedding innovation, harnessing digital and data, and creating the conditions for continuous improvement so services remain clinically, operationally and financially sustainable. You will provide visible executive leadership, translating ambition into measurable progress and strengthening organisational confidence.
You will set the standard for leadership across the organisation, creating environments where teams can contribute, challenge and grow.
This is a rare leadership opportunity. You will operate at the centre of the organisation's most critical decisions, shaping strategic direction, influencing system-wide priorities and ensuring ambition is translated into delivery. It requires an exceptional leader with the credibility, judgement and experience to operate at scale, navigate complexity and lead across organisational and system boundaries.
Interviews to take place, face to face on 2nd July

About University Hospitals Birmingham NHS Foundation Trust
University Hospitals Birmingham NHS Foundation Trust (UHB) is one of the largest teaching hospital trusts in England, serving a regional, national and international population. It includes Birmingham Heartlands Hospital, the Queen Elizabeth Hospital Birmingham, Solihull Hospital and Community Services, Good Hope Hospital in Sutton Coldfield and Birmingham Chest Clinic. We also run a number of smaller satellite units, allowing people to be treated as close to home as possible. We see and treat more than 2.2 million people every year across our sites and our hospitals deliver more babies than anywhere else in Europe. We are a regional centre for cancer, trauma, renal dialysis, burns and plastics, HIV and AIDS, as well as respiratory conditions like cystic fibrosis. We also have expertise in premature baby care, bone marrow transplants and thoracic surgery and have the largest solid organ transplantation programme in Europe. We provide a series of highly specialist cardiac, liver and neurosurgery services to patients from across the UK. We are world-renowned for our trauma care and have developed pioneering surgical techniques in the management of ballistic and blast injuries, including bespoke surgical solutions for previously unseen injuries. As a result of its clinical expertise in treating trauma patients and military casualties, the QEHB has been designated both a Level 1 Trauma Centre and host of the UK’s only £20m National Institute for Health Research (NIHR) Surgical Reconstruction and Microbiology Research Centre (SRMRC). We have over 24,000 members of staff and we are committed to investing in their development and their health and wellbeing. UHB is a Stonewall Diversity Champion and aims to achieve positive change for LGBTQ+ people by creating an inclusive, inspiring and equal environment for both staff and service users.
