Job Description

Counter Terrorism Policing are partnering with Reed Talent Solutions exclusively to recruit a Senior Business Change Lead on an initial 12‑month contract to support delivery of a major, high-profile transformation programme within a complex national environment.


This role sits within a central Business Change function, playing a critical leadership role in delivering organisation-wide transformation impacting thousands of users across multiple regions and stakeholders.


You have an opportunity to play a major role delivering on a change programme which will shape how CTP operate nationally for decades.


This role is based in West London and will offer hybrid working, (typically around 2 days a week on site) with occasional expensed travel where required.


The rate for this role will range between £700 - £800 per day inside IR35 (umbrella).


If successful, you will need to undergo SC/DV level vetting so it wont be an immediate start. Holding active clearance would be advantageous but not essential as they will sponsor your vetting and you will be fast tracked.


About the Role


This is a senior, high-impact leadership position responsible for overseeing business change, operational readiness, and adoption across a large, complex transformation programme.


You will work across programme, operational, and stakeholder teams to ensure that change is successfully delivered, embedded, and adopted, while minimising disruption and maintaining operational effectiveness.


The role requires a strategic and hands-on change leader who can influence senior stakeholders, drive programme-wide readiness, and ensure delivery of long-term benefits.


Key Responsibilities


Change Leadership & Strategy

  • Lead the development and delivery of the business change and adoption strategy across the programme
  • Define and oversee operational readiness criteria and ensure successful transition to business-as-usual
  • Provide strategic leadership across all change disciplines, including communications, training, policy, and HR change


Programme & Stakeholder Engagement

  • Work closely with senior stakeholders, programme boards and operational leaders to ensure effective delivery of change
  • Provide expert guidance, challenge, and assurance to senior decision-makers
  • Support leadership teams in acting as change champions, ensuring alignment across the organisation


Operational Readiness & Implementation

  • Lead business readiness activity across multiple functions and locations
  • Conduct change impact assessments, readiness reviews, and risk mitigation planning
  • Ensure change is implemented in a way that maintains operational performance and minimises disruption


Governance, Reporting & Continuous Improvement

  • Maintain oversight of change, communication and training activity across the programme
  • Produce reporting and insights for senior governance boards and leadership teams
  • Monitor and evaluate the effectiveness of change interventions and ensure benefits realisation
  • Identify and resolve risks, issues and dependencies across the change portfolio


Leadership & Delivery

  • Lead and coordinate a multi-disciplinary team, including business change managers and specialist resources
  • Manage suppliers and contractors, ensuring high-quality delivery and value for money
  • Promote best practice and continuous improvement across business change capability


The Ideal Candidate


  • Proven experience operating in a senior business change or transformation leadership role within a complex environment
  • Strong background delivering large-scale change programmes, particularly technology-enabled transformation
  • Extensive experience in business readiness, stakeholder engagement, and change adoption
  • Excellent communication and influencing skills, with the ability to engage at Director and Board level
  • Strong analytical capability, with experience assessing impact, risks, and programme effectiveness


Essential

  • Experience within public sector, policing, government or regulated environments
  • Demonstrable experience delivering change across large, multi-site, operational organisations
  • Strong knowledge of change management frameworks and methodologies (e.g. Prosci, APMG)


Desirable

  • Experience delivering change within national security, policing or intelligence environments
  • Exposure to Agile or large-scale technology transformation programmes
